DRILL: Members of the U.S. Coast Guard and employees at the Town of Tonawanda's NOCO Energy facility spent hours on the Niagara River Tuesday, putting into action a plan designed to address a large-scale oil spill on the Niagara River. No such spill has ever occurred, though a core group of employees from several industrial companies along the water regularly train alongside other responders to address just such a situation.
