IN THE RED: With a month before water bills are sent out, officials in North Tonawanda must find a way to close a nearly $500,000 shortfall in the water and sewer fund. While council members have resisted any increases to the rate residents pay, the city has already reduced its workforce this year and using surplus money in the general fund could result in higher taxes.
