AT THE SCENE: Emergency personnel were called to the DuPont plant in the Town of Tonawanda on Nov. 9, 2010 after the storage tank a welder was working on exploded, killing him and injuring another. Federal regulators said the accident was indicative of a larger trend of avoidable "hot work" accidents.
