An underground metal tank containing coal tar, gravel and water is slated to be removed from the Gastown site at 126 East Niagara St.
The extraction is part of a larger cleanup plan proposed by the New York state Department of Environmental Conservation in March 2007. Soil samples have already been taken to figure out how contaminated the soil is and vents were installed in buildings on the site to prevent soil gas from building up inside.
Now National Fuel is looking to remove the underground tank, dispose of the contents and dismantle the tank for recycling. Odor-suppressant foam will be applied during the removal to limit the release of smells and vapors and air quality will be monitored to make sure harmful vapors aren’t released.
The site was once a manufactured gas plant, charged with processing coal and petroleum into gas used in cooking, heating and lighting in the days before natural gas and electricity. That process produced left over coal tar that seeped into soil on and around the facility.
Investigation into the environmental problems on the site is supposed to continue through 2010. A more in-depth plan for the total cleanup operation will be completed in 2011. After public meetings, actual cleaning operations are expected to take place sometime in 2012.
